Even though I think it looks worse, I (try to) put the question mark last. Punctuation ends a sentence, so it follows that the last punctuation should be the most important. A question mark at the end suggests a question with emphasis, whereas an exclamation point at the end suggests an emphasized sentence that is incidentally also a question. And that's just wrong! WROOOOONG!

WROOOOONG!?

I always put the ? before the ! but I have often wondered about that... I can see applying preference for the first punctuation mark.
