As you just said the "WEB SPECIAL TERRAIN MARKERS" aren't objects they are a special terrain marker and not used to symbolize a construct that is controlled and able to move around the board. Show me where webbing can be attacked through or move around.
How does that make one an effect and one not? I don't understand where you are drawing the line.
Assuming there are only 0 or 1 Orange Construct objects on the map then yes because he can create it as a free action. So he would use the power during the beginning of your turn and then Poison. If there are 2 or more Orange Construct objects already on the map then it takes a power action to create another. That will end the beginning of your turn so it will be too late to use Poison after.

This language was in the previous rulebooks, too.
It was noted that with the ruling as it was should have technically been allowing anyone to do anything during the beginning of the turn.

Fun. I skimmed the PG, but I hadn't had time to see all of the little changes. There seemed to be a lot of big changes in this one written with small words (if that makes sense) to where it didn't seem like anything changed, but it really did.

In the article on the WK site, I tried to touch on the ones which, imo, were the big ones. I know that the article was dry enough already. To go through page by page and point out every change would probably be a disservice to the community as many readers would simply begin gnawing off their own heads in boredom. Fortunately, the changes are highlighted in red.

The player who moved Larfleeze may move any or all of the four OC objects.

I updated the second to last answer in the OP to clarify this =]
"A character that crosses from terrain that is not hindering for movement into a square that is hindering must stop moving." Objects aren't characters. If we aren't treating them as characters for anything else regarding movement they shouldn't stop going into hindering either.
Stating the objects move as though they had the foot symbol was a mistake. Making the objects Pogs or saying the objects use the same rules as characters for movement but ignore the effects of hindering terrain and opposing characters on movement would have worked with far fewer headaches.
