1) The Penguin is there because he has teamed up with the Arkham villains SO many times, I felt he'd make a good teammate.
He may just as likely be a Crime Syndicate character of an unaffiliated character, but I figured that he'd make a good AI ally =)
2) BOOST: Boost is a way to make up for missing a drop. Think of it as a Black Tom type character with a different kind of cost.
Example (THIS IS A MADE UP EXAMPLE):
Say you have a Joker 1-Drop with 1ATK/2DEF. Average stats. Would you want to play him on the 2nd turn? Not likely. So he has a 1 cost BOOST - if you spend 2 resource points instead of 1, he'll be a 2ATK/3DEF instead.
it's like Kicker costs in Magic...
3) TRANSFERABLE is self-explanatory. Picture a Dual Sidearms that costs 1 or 2 instead of 0, but that you can transfer from one character to another for free...
i really can't see a 12/12 nightwing. rogue lifts 50 ton and she's a 12/11. i realize intelligence and fighting skills are figured but, 8/8 is as high as i'd go for nightwing. honestly.

Please, no. Leave the S.H.I.E.L.D. organizations to Marvel. Teams in DC are either character-centric or various characters of different arch-types united in a common goal, and I like the way VS reflects that. Spider-Man may be hunted like a dog by the cops in his universe, but in Gotham, the Police actively work with Batman.
Giving the Police their own team in DC was yet another of Wizkids's mistakes. I like the way Upper Deck is handling it much better. The Police are Gotham Nights 1 drops, the SCU will be Superman Team 1 drops, the Science Police will likely be Legion 1 drops, etc. It's more comic accurate than all these various Law Enforcement agencies working with each other, despite the fact that they are from different cities and centuries.
I agree w/B98. Cops don't need their own team, they work well with the heroes of their general locale. Gordon and some of the rest of Gotham PD work pretty well with the Bat family, and make excellent cheap drops. Then there's the fact that Batman saved a few of their lives before or during their days on the PD, so they tend to work favorably for him.
As for Nightwing being a 12/12 i could see it for the same reason there is a 12/12 mystque. While she is not super strong all that training and the right mind set can be far more dangerous. As long as thats the most powerful Nightwing we will probally see a 7 or 8 batman with stats somewhere like 17/18 and a nasty power.
Police would work as a team i, think, since by following police procedure they could easily work together. i can understand wanting to keep the non-superheroics to a minimum in this game, though.
really the main reason i want a police team is so when the eventual(and unlikely) Savage Dragon card is made he'll already have some pals.
