It was written in such a way that it can be interpreted that reality was warped (by the cosmic cube) and so it changed history in such a way as that suddenly the russian sub just happened to be there.
Later, Cap used the cube on Bucky to make him remember, and tho Cap said "Remember who you are" to do it, it can be said it was what Cap was hopeing for that made Winter Soldier turn into Bucky.

If I recall correctly, the four were all previously empowered by Satan. This is why I thought of Ibac and Sabbac.
