On the case of the third point, flyers can make ranged combat attacks at any time, based or unbased, on any figure in their range. Even if a flyer is based, he/she can fire on any figure in range within line of sight. If you can make a ranged attack, then you can use RCE.
It was my understanding that a flyer who was in base to base contact with two grounded enemy figures was not able to make a range combat attack.
Did I get this wrong?

Wow, has it always been like this or did they change it sometime ago.
Im a bit out of the loop on some of the rules kinda stopped playing after explosion came out.
Trying to get back into things now.
What about a grounded figure attacking a flyer at base to base, thats still a range attack right?

The ranged combat attack rule has gone through a couple different incarnations.

Any two figures which are adjacent can make close combat attacks against each other. So a non-flyer and a hovering figure that are adjacent may make close combat attacks on each other.
Assuming the flyer has LOF on the non-flyer it can make a ranged combat attack on the non-flyer. (Stealth would prevent LOF for example.)
The non-flyer can make a ranged attack on the flyer (assuming LOF) as long as the non-flyer is not also adjacent to an opposing non-flying figure.
