1. With pounce + Vet Black panther.
Can I Pounce, outwit (while pouncing) and then use blades claws?

-Outwit: Any time during your turn
-Pounce: Give a power action, but use a close combat attact

2. Haymaker + Justice will be served.
Can I use LE Scourge to make an attack with Haymaker while using Exploit weakness.

-EW: Give this character a close combat action.
-Haymaker: Give this character a close combat action.

3. With ultimate X-men power being used on a wildcard.
Can I declare a different 'target' for +1 each turn, seeing that the wildcard copies once per action.

No, No and No.

Can't outwit in the middle of an action, which pounce is. Further more you get a close combat attack, BCF needs a close combat action to activate.

EW and Haymaker you already said why you can't, both require seperate actions to use. Can't give one character 2 actions.

Once you declare the target for the UXM TA thats it for that character, it doesn't get cleared when the wildcarder changes TAs.
