have a question:

its true that you have to be in hover mode in order to carry and put down a character, but what i want to know is do you have to soar to be able to carry the fig? if so, that means you can't carry a fig in an indoor map.

You must be in base contact with the figure you are carrying at the start of your movement. This means you must be hovering to carry anyone. Also, you must place the figure in base contact with the flyer when you end you movement. This means you must also be in hovering when you end your movement. You DO NOT have to go into soaring to carry a figure.

Basically, as long as you are a flier, then you can carry figures around.
