1. No, he will still do 0 damage. Armor Piercing states, "Damage dealt by the character may not be reduced below 1."
This is for anyone who is doing 1 or more damage. Professor Xavier does 0 damage, so his damage isn't higher than 1, being reduced below 1.
As for whether you could put Armor Piercing on him and then Perplex his damage value to 1, and THEN the Armor Piercing would work, I am not sure, but I would say that yes, this would work. The only prerequisite on the card is "Choose a character." And the card specifically says, "Damage dealt," which means that after damage value adjustments -- such as Perplex. So this SHOULD work. (Normally characters must meet the prerequisites of a Feat somewhere on their dial before being assigned a Feat, and you could say, "But Professor Xavier doesn't have a damage value greater than 1, so he doesn't qualify," but I would argue that the card does not list a damage value as a prerequisite, and it specifically says "Damage dealt" instead of the damage value, so it should be okay.)
If anyone knows of a ruling where this wouldn't work, please post it.
2. If Professor Xavier had Armor Piercing and Stunning Blow, and you Perplexed his Damage Value to 1, and THEN he attacked three targets, he would do 1 damage -- not reducable below 1 -- to one target and 0 damage to two targets. All three targets would get an action token.
