ICWO is a modifier. If you can use ES/D with shared defense (which you can), any other modifier would be possible so YES to that....and welcome 22D Human Torch!

Mr. F is given an action on your turn to move next to IG and adds the +1 to his DV. On your opponents turn, he makes an attack against Mr. F. Mr. F's DV stands at 16 (15 +1 for the ICwO boost). Mr F decides to borrow the DV from IG (an 18). Defend is a replacement value so it would over-write the 16 that Mr. F currently has. The bonus was already added to the base value and could not be added again to the replaced value.
This is different from something like the Bats Enemy TA. Lets say we have Bane and Harley who are both Agents and they are adjacent. Harley borrows Bane's 10 AV for an attack. She applies her ICwO bonus to the AV. It has already been replaced so it can now be modified (a reversal of the Mr F/IG example).
"Replace then modify" is a good general rule where the timing might not be well defined (which was the case with the Bats Enemy TA) but we can't use it for every case (otherwise you would be able to use ICwO to boost damage from an Incap or EE attack). This is my thinking on it, but I'm willing to entertain other ideas.
Of course, this concerns Defend, not the AFF feat. Then again, the AFF feat is just like a "Super Defend"... We are waiting for a definite answer.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.
