3. can you shoot people in the middle square on the top of a building if you are in soaring mode?
4. the dumpster never gets destroyed. knowing this, if power man charges juggernaut with the dumpster, and it is successfull, does power man drop the dumpster just then, or does he keep it with him so that way next round he can push to bash the juggernaut again with the dumpster?

1-No unless they use trick shot. Characters BLOCK line of sight, they do not hinder it.
2- Neither because Torch is considered to be on the same level that the square he is on, i.e the non-elevated terrain. If he were soaring, then yes, Mr. F would have LoS to perplex but would have to halve the 10 square range to use perplex (so up to 5 squares, in this situation = yes)
3-No, elevated terrain does not put characters into soaring mode and soaring chars can only affect other soaring chars.
4-The dumpster is dropped just below Power man. So he would need to successfully break-away and use charge in order to pick it up and smash Juggy with it again on the next round. (same thing for Juggy if he wanted to make good use of that dumpster to strike back at PM.)
