Well as always I played at the local shop this weekend and as usual there were arguements as to the rules. Unfortunately the resident "judge" knows practically no rules at all. I don't even know how he became one, lol.
Anyways if I could get some answers, it would be greatly appreciated:
1. Do you have to roll a breakaway if your character has phasing? or HSS?
2. Outwitting stealth. Say player 1 has a figure hiding with stealth in a bush. Does player two have to have his outwitter ajacent to the hiding figure to outwit him or can you do it from anywhere in the normal outwit range?
3. Can you running shot and then use pulse wave at the end of the RS?
4. From what I understand, a a flying figure with range can make a ranged combat attack against another figure that it is in base contact with and also use ranged combat expert if they have it right? Is this written down anywhere in the official rules? I looked for it but I can't seem to find the quote on it. I've tried to tell people this and no one believes me, lol. I need it in writing.
4. What is the difference between and/or the definitions to making an action and an attack (for example- close combat action and close combat attack)? I know these seem to be the defining words when trying to explain why powers/abilities can or can't work with others.
I know there are more but I can't think of the rest right now. Sorry in advance if these are typical repeat questions. Any help/info is appreciated.

No. Phasin/Teleport, Leap/Climb, and HSS figures all ignore character bases for movement purposes. They do not need to roll breakaway.

You normally can not Outwit a Stealthed figure that is hiding directly on hindering terrain. You must be able to draw LOF to use Outwit, even if you are in base contact with the character you wish to Outwit. Normally, Stealth prevents LOF. The only characters that can effectively Outwit Stealthed characters are Ultimates/Superman Allies/Wildcards (copying Ultimates/Supes Allies).

Yes. Running Shot grants a free Ranged Combat Action. Pulse Wave is a Ranged Combat Action.

First, make sure you are looking in the Universe Rule Book. Older rules did not allow this to take place, so you may not be able to find the ruling if you are looking in, say, the original Infinity Challenge rule book.
From Universe Rule Boo (page 18): Hovering: Hovering characters can attack or be attacked using ranged combat, even if the hovering character occupies a square adjacent to the attacker.

Check the back of the rule book for a glossary of terms. Here's a sample:
close combat action
Given to a character to allow it to make a close combat attack.
close combat attack
The result of giving a character a close combat action. An attacker may make a close combat attack only against an adjacent character.
To clarify (in case the above wording was a little unclear), a Close Combat Action *always* results in a Close Combat Attack. A Close Combat Attack, though, does not always come from a Close Combat Action. For example, Charge allows a free Close Combat Action (which would allow you to use such Powers as BCF, Exploit Weakness, Incapacitate, etc), but HSS option 1 grants only a free Close/Ranged Combat Attack (which means those Actions are not allowed).
