No, RCE is a Power Action. The Move/Attack option of Transporters is a Move Action.

To clarify further, it is a Move Action that grants a free Close or Ranged Combat Attack. Since RCE requires a Power Action they can not be used together.

Same reason you can't use RCE with HSS.

the only power you can use with the transporter move and attack special is super strength (using a weapon), or steal energy.
