Can standard figures capture a bystander under normal rules, or are they specifically limited to Scenarios?

That was a special scenario only. In standard tournament rules, only Sentinels and the like can capture figures.

Interesting to note that if you pick up a pog that already has an action token, even if you rescue him, when you put him down, the push he or she takes will kill him or her.
