I won a tourny bu using an ultimates/bat/calculator team and sticking them in the little pond in the metropolis match. Totally frustrated everyone trying to get me. Someone commented they had never seens omeone take up a defensive position in a pond before. : )
Ultimates ignore hindering terrain for movement purposes.
Water is considered hindering terrain for movement purposes.

The Ultimates TA ignores hidering terrain (not just for movement purposes).
Water is hindering terrain for movement, but it is clear terrain for LOF purposes.
So Ultimates ignore water terrain when moving across it, but for LOF they treat it just like clear terrain (which they do not ignore).
Therefor, a figure with the Ultimates TA can not draw LOF to a figure with the Submerged Feat that occupies a square of water terrain.

You do know that water isn't hindering terrain for line of fire purposes, right?

You are of course correct. I was just being specific in answering his question. I didn't want to raise more questions be being too detailed.

I double checked, its the metropolis map. It has a brown line around the pond thats either elevated, or a fence type structure. regardless, it was counted as hindering terrain making it a wonderful position to fortify.

It is actually neither of those types of terrain. It's not elevated or it would have a solid black line around it and some way of getting on top of it. It's not a "fence", as that isn't mentioned in the FAQ. There is one map with a fence, which had to be specifically explained in the FAQ. If your Venue counted it as hindering, more power to you (apparently a bunch more power ), but keep in mind that this is a house rule (or at best a Judge interpretation).
