Is it legal to move, base and Outwit your opponent, then attack and retreat? I've heard that it is legal, because it takes place BETWEEN a move action and an attack, not during, but I just wanted to make sure.

No, the hss says that an attack may be made DURING the move action. The move action is in play the whole time, outwit cannot be played during any action.

HSS is just one action. It has different parts to it, but it is still one action. And you cannot use Outwit in the middle of an action.
