this happened over the weekend at my venue and while I don't disagree with the ruling (we had two Judges say it Was So) I was wondering about the logic behind this...
Raven vs Robin - Robin's in Stealth and they're based, so it's CC all the way. Robin rolls, hits Raven.
Raven says "PC! Reroll!" and Robin says "Nah-ah - I'm Stealthed, so you don't have line of sight to me to demand the reroll!"
needless to say, this battle didn't go too long - without Raven's ability to PC Robin's rolls (and a darned good set of dice!) she was KO'd pretty quickly.
I'm just wondering about how this works - I can see PC being outdone if you don't have line of sight, but if you're based with the Stealth character I thought it'd be like CC - once you come into base that the Stealth is negated.
any ideas why this is so?
and if it's planned to be errated by WK at any point? Seems a bit illogical to me, but we ARE talking about HC...
Its been that way as far back as I can remember. Anything that needs line of sight is the same.....pc/outwit/perplex. Base contact is not relivant...line of site is. Icons rules even now states you can only pc your own Robin's attack role if you have removed the BA TA before the attack...not after you miss the first roll.

PC still says that it needs a clear line of fire. And since robin is stealth, no lines of fire may be drawn to him (well become blocked). Thus, even though in base contact you cant outwit/PC/perplex characters in stealth. Thats also why you cant make a range attack with your flyer when based with somebody in stealth.
That's the way it works. Powers like Outwit, Perplex, and PC all require LOF and *never* say anything about working any differently if you are in base contact with a figure. There is no "close combat PC".
Since Stealth prevents LOF from being drawn to the figure, it doens't matter if you are 10 squares away, or right next to them. Unless you have some ability to ignore hindering terrain (like Ultimates TA), you can't draw a LOF to a stealthed figure you are based with.
Think of it this way: Robin's hiding in the bushes (Batman Ally TA). Raven sees the bush shaking and comes over to investigate. Robins jumps out, pops her in the chops before she can react, then dives back into the bush. Hence, no chance to use PC on the Stealthed character.
Yeah, it's kinda lame. If I wrote the rules, I'd let characters who can see each other well enough to fight hand-to-hand also be able to use their Outwit/Perplex/PC etc.
