In Saturday's tourney my opponent's Moonstar picked up Domino, set her down, and did move and attack, in that order in one turn. According to my understanding this was illegal on two accounts: 1 picking up while doing move and attack, and 2 setting people down before you had completed a move and attack option. Anyway, it was ruled in my opponents favor. But I won anyway! What is correct?
And one more:
Mind Control damage is reduced by Toughness, right? It seems pretty obvious to me that it is, but I've heard alot of comments recently that make it seem that alot of people think that it isn't. If it isn't, please cite.

The Transporter may carry another character during the movement and attaclk, provided the character is adjacent to the Transporter at the beginning of the Transporter's movement. Essentially, Transporters have the exact same rules as fliers when it comes to carrying characters.
However, according to the carrying rules, carried characters are only placed back on the map at the end of the movement. Since the attack during the Transporter move and attack comes during the movement, the carried character is still off the map during the attack. This prevents the carried character from using Powers (like PC or Enhancement) and TAs (like Hydra) to aid the Transporter.
From the Icons rule book (pages 18 and 19):
To be carried, the friendly character must be adjacent to the carrying character at the beginning of the carrying character’s action. When a carrying character ends its movement, the carried character must be placed in a square adjacent to the carrying character that the carried character can occupy. A carrying character must end its movement so that the carried character can be placed in a square the carried character can occupy. While being carried, a carried character is not adjacent to any character nor can it draw line of fire until placed on the map at the end of the carrying character’s movement. A carried character may have its team ability copied by a wild card team ability.
And, from page 30:
Move and attack. Transporters have a special ability that allows them to move and attack in a single turn. To use the transporter ability, give a transporter a move action when it is not adjacent to an opposing character. The transporter may move through squares adjacent to opposing characters. During its movement, the transporter may make one close combat or ranged combat attack as a free action. The transporter must be in a square where it can
legally end its movement in order to make the attack. Reduce the attack value by 2. The transporter can use the rest of its movement after making the attack.

No. Damage reducers (Toughness, Invulnerability, Impervious) all reduce damage dealt. MC causes the user to take damage. These are two different types of damage. Currently, there is no way to avoid MC feedback damage; Master Mind, damage reducers, Protected... nothing avoids damage taken. From the Icons glossary:
damage dealt: The number of clicks an attacking character deals to a target character.
damage taken: The number of clockwise clicks applied to a target character.
And from the PAC:
MIND CONTROL (optional): Give this character a power action. It may make a close combat or ranged combat attack as a free action. A successful attack does no damage; instead the target becomes friendly to your force and opposing to your opponent’s force, and any of the target’s canceled powers return until the target returns to its owner’s force. Each successfully hit target may be assigned any one action as a free action. Immediately upon resolving its action, the target becomes an opposing character to you and friendly to its owner’s force. This character takes 1 damage for each 100 points of the successfully hit targets’ combined point value. If this character has a range value of 0, treat its range value as 4 when using this power. This range cannot be further modified.
And
TOUGHNESS Damage dealt to this character is reduced by 1.

You are correct. In this case, Domino would have to already be adjacent to Moonstar to be picked up and carried. While being carried, Domino is considered off the board and cannot use any of her abilities until Moonstar completes her action. Then and only then can Domino be placed in a square and now she would be able to use her PC.

Wrong. From the PAC:
"This character takes 1 damage for each 100 points of the successfully hit targets’ combined point value."
"takes 1 damage..." means you click the dial. Damage reducers effect Damage Dealt and Mind Control feedback is not Damage Dealt.

Visible Dials and Pushing Damage need to be optional. This is the way.
Thanks for highlighting the important parts! Next time he tries to pull that I can point to the part that says "during movement". If the judge gets brought in, I can show him this thread.
