Haymaker:
Give this character a close combat action targeting a single opposing character. After resolving this action, this character takes 1 pushing damage that ignores Willpower and team abilities.
BCF:
(optional): When you give this character a close combat action, if the attack succeeds, roll one six-sided die. The result of the die roll becomes this character's damage value.
As you can see, they are both close combat actions, which would mean you give your clix 2 actions.
That's how I'm reading it as well. Since they're both close combat ACTIONs, haymaker should work with BCF.

Funky and I thought the same thing awhile back, but then we were set straight. The trick is here:
BLADES / CLAWS / FANGS (optional): When this character is given a close combat
action, roll one six-sided die after making a successful attack roll. The result of the six-sided die roll replaces this character’s damage value during the resolution of the attack. If this character uses this power to target blocking terrain, a wall, or an object, roll one six-sided die; the target is destroyed on a roll of 3 or higher.
And here (page 29, under 'Feats'):
If a feat modifies a character’s attack value, defense value, or damage value, apply any modifications to those combat values during the attack before the attack roll, but after applying any replacement values.
So the +2 bonus to damage is applied before the attack roll but then, after the attack is successful, the 1d6 comes along and replaces whatever is in the damage slot. In essence, you can't use Haymaker to boost BCF damage for the same reason you can't use Perplex; the replacement happens after the modification, replacing the modified value with a completely different value.
It was a nice thought, though. I personally had dreams of using it with Terrax (high AV to offset the -1 AV penalty, deep dial to absorb the pushing damage, and lots of BCF!) Oh well...
Let me add, though, that you technically can use the two together (since Haymaker is a close combat action and it will activate BCF just like Flurry does). However, since BCF negates any possible benefit, and you are left with a -1 AV penalty and a click of unavoidable damage for your troubles, would you really want to?

Off the top of my head, I'd say that BCF ignores the -1 penalty of Homing Device for the same reason it ignores the +2 bonus from Haymaker.
However, I have already established that when the Haymaker issue first came up, I managed to get myself all turned around... so take this with a grain of salt.
Meanwhile, I'll mosey on over to the Judges forum at WK and see if this has come up before.
