I know this question will come up when CD comes out, can Kailbak use flurry for a close combat attack and then use his second flurry attack to quake? Is will be just a mean combo when used against someone with no range if it does work.

Nope. Flurry grants two close combat attacks, while Quake is a close combat action. They are therefore incompatible.

No. Flurry allows two free close combat attacks to be made after the initial close combat action is given to activate the power. Since Quake is also a close combat action (and not an attack), it can't be used at the same time as Flurry.
