Yes. When a character uses Hypersonic Speed Option 1, they are able to make a free close combat or ranged combat ATTACK while making a move action. Since the JLA team ability allows you to make a move action without counting towards the total actions allowed, technically the attack Vet Superman makes would not be counted either.

Regardless he still gets an Action Token.

I don't consider it to be so, because most figures with that capability cost enough that the free attack doesn't have a significant impact on action allotment in a 300-400 point game, and in higher point games the opponent has more resources to deal with it.

Also, it is important to note that he doesn't get to attack for free, exactly. Superman still gets an action token, so unless you want to push him off those HSS clicks, you still need to rest him.
It is "free" because it doesn't count towards your allotment of actions per turn. Pretty good in low point games, but Superman is so expensive you will normally not need that extra action; when characters are 150+ points you are very likely to have more actions than characters without signficant pushing.
It is also important to remember that Superman cannot use his Psychic Blast during a HSS move/attack. He can either do a hit and run that is affected by damage reducers, or do a Psychic Blast standing still.
