Yesterday in a game 2 things happened that i know are wrong and I need some answers just to make sure that I'm not wrong.

1-My friend had a NGN Superman and a Trigons Daughter on his team. He wanted to perplex his damage by 1 and then carry her and do a HSS RS attack. I told him that he couldn't because figures that are being carried by HSS figures are considered "off the board" and they cannot use powers or TA's to benefit their HSS carrier. Am I correct? The argument was that he perplexed his damage by 1 before he makes the move action but I thought that didn't matter.

2-My other friend did a running shot with Black Queen carrying a rookie destiny. When he did a Running Shot with the Black Queen, he missed so he wanted to re-roll his dice with Destinys PC. The judge said no because it is in mid-action and that he couldn't. Now I swear that I have never heard that before. I just need to know just for the future and the TRUTH!!!

As long as Trigon's Daughter used Perplex before the action began, there is no problem there. The effects of Perplex last until either A) the end of the current turn or B) until the character's dial turns (either through damage or healing). Picking up a character will make no difference at all.

Now, if it was Enhancement, that'd be another story since Enhancement is used at the time the attack is made and, during HSS option 1, the attack would be made during the movement when the carried character is off the board.

Umm... when else would you use PC but mid-action? The whole point is to re-roll dice. Dice are rolled in the middle of an attack (or during regen, or whatever). Your judge had that one very wrong...

Just to clarify a little, a running shot action has 2 parts, a move and an attack. If a fig is carrying someone and doing a running shot, it has to put the fig being carried down before the attack part of the action. So you can carry Destiny, do a running shot and have her PC the attack roll.
Hypersonic option 1 is different because the attack happens in the middle of the move so the fig being carried is not set down until after the entire action is over.
Charge would be the same as running shot.
