Here are some interesting ones that will make their way into the compatibility list. Ultimately, the arbiter will have to rule on most of them, so have fun...
Back-Alley Brawl
1. Does a big fig get the attack +2 Brawl bonus if it uses it's multi-attack but nohting else?
2. Let's say a wild card is pushing to death to make a close combat attack. Can it declare the F4 team ability for the attack, so that after the attack is resolved, the fig is KOed and all friendly F4 members are healed a click?
3. Similar question for Lazarus Pit - if you push to death to make the attack, does having that feat prevent you from gaining the +2 to attack bonus? Or would it prevent the fig from beingplaced on the LP card if it uses the +2 bonus?
4. Can an attacker first Outwit a target's defense and then use the +2 to attack bonus granted by this BFC?
Vault
5. If a flyer using Vault Charges in carrying a passenger, can it still carry the passenger when it repositions itself after the attack? If yes, would it be allowed to use the GL ability to carry more than 1 passenger after the attack?
6. If an attacker pushes itself to death, can Vault still be used to reposition where the attacker is KOed? If yes, it could have useful results for Suicide Squad and Lazarus Pit.
7. Timing Question. If the attacker doesn't meet the prereqs for Vault when the attack is made, but does afterwards (because of Mystics feedback, etc), can it use Vault to reposition itself?
8. Another Timing Question. What happens if the character initially meets the prereqs but loses them during the attack (due to feedback damage)? Can it still Vault?

Back-Alley Brawl

Hmmm, well, it's not a power, TA, or feat, so I would say yes.

Depends on whether Pulse Wave was used (heh heh). Anyway, the F4 TA isn't affecting the attacker in any way, just friendly F4's and WC's.

I think consistency will result in a ruling that LP doesn't affect BAB since it takes effect after the action is completed (well, the push damage anyway).

The attacker is not being affected by the Outwit, so I would rule BAB can be used on a target that has a power countered. Now, my question is can a character that currently has a countered power use BAB since it is currently being affected (even negatively) by a power?

Carrying comes from movement, not placement. The passenger is placed accordingly when the Charging attacker is done with its movement.

Baed on the Suicide Squad/PW ruling, I would say the Vaulter is placed and then removed from the game, which would allow your scenario to take place.

Good question. I would say the Vaulter only needs to meet the prereqs when it "attempts" (I had to use that word in here somewhere) to Vault. So yes.

OK, here's the good word from our friendly neighborhood rules arbitrator:
Back-Alley Brawl
1. Does a big fig get the attack +2 Brawl bonus if it uses it's multi-attack but nohting else?
No. Multi-attack is currently defined as a power.
2. Let's say a wild card is pushing to death to make a close combat attack. Can it declare the F4 team ability for the attack, so that after the attack is resolved, the fig is KOed and all friendly F4 members are healed a click?
Yes. The character isn't using F4 to make the close combat attack.
3. Similar question for Lazarus Pit - if you push to death to make the attack, does having that feat prevent you from gaining the +2 to attack bonus? Or would it prevent the fig from beingplaced on the LP card if it uses the +2 bonus?
Again, you aren't using the Laz Pit to make the attack, so you could gain the bonus from BAB and when the fig is KOd it would go to the LP.
4. Can an attacked first Outwit a target's defense and then use the +2 to attack bonus granted by this BFC?
Yes. The Outwit is a seperate action and the character isn't using it when the attack is made. Perplex would be a different story.
Vault
5. If a flyer using Vault Charges in carrying a passenger, can it still carry the passenger when it repositions itself after the attack? If yes, would it be allowed to use the GL ability to carry more than 1 passenger after the attack?
No. The "re-placement" via Vault occurs after the action resolves. Page 18 of the rulebook (under "Carrying other characters") states...
"To be carried, the friendly character must be adjacent to the carrying character at the beginning of the carrying character’s action."
Since there is no action being taken by the Vaulting character (it has already resolved), an adjacent character cannot be carried.
6. If an attacker pushes itself to death, can Vault still be used to reposition where the attacker is KOed? If yes, it could have useful results for Suicide Squad and Lazarus Pit.
No. Pushing is the last thing to occur during an action. Vault occurs after the resolution of the action. The character would already be KOd by the time you got around to using Vault.
7. Timing Question. If the attacker doesn't meet the prereqs for Vault when the attack is made, but does afterwards (because of Mystics feedback, etc), can it use Vault to reposition itself?
No. You have to meet the prereqs in order to use a feat. Although Vault is used after the action resolves, it's still part of that action's sequence.
8. Another Timing Question. What happens if the character initially meets the prereqs but loses them during the attack (due to feedback damage)? Can it still Vault?
No. Again, you have to meet the prereqs in order to use a feat.

It looks like a lot of your questions can be answered if you look at when a figure actually dies.
If it pushes and dies, everything about the attack goes through first, they don't die until after the action is completely resolved. That means there are no problems with the F4 TA or Lazarus Pit with BAB, and no problem with repositioning your dying figure after a vault. They don't die until the action is completely finished.
