I don't think you can perplex down his replacement value. I think you can perplex down Mr F defence value but then the card says:

PREREQUISITE: Fantastic Four team ability
All friendly characters with the Fantastic Four team ability have the following team ability instead of the Fantastic Four team ability:
Any member of this team may replace its defense value with the unmodified defense value of any other member.

So his defence is then replaced by the highest value back to an 18

Don't forget the BFC.

Well in case I can't perplex his defence down I'll perplex Sunfire's attack up and make Fantastic 4 my Alpha Flight TA target, is that OK? Also the BFC roll was 2 so Aurora gets another click of damage.

I asked in the rules forum for clarification. Got mixed answers.

Although the answer that made sense goes as follows, if ALT Fan 4 TA Defense couldn't be modified, then Torch, couldn't get a bonus for Energy Sheild as that is a modification.

As such, I've never seen anyone say he can't, so the defense can be modified, even modified down by perplex.
