No, as it says you can make one close or ranged combat attack. PB and EE are power actions.

they say "give this character a ranged combat action", not power action. thats where i'm confused.

Attack and action are very different things. Keep that in mind and 90% of your what works with what questions will be answered.

You are correct, they are Ranged combat actions. Ok here's the way you figure it out:

HYPERSONIC SPEED (OPTIONAL): Choose one of the following options: (1) Give this character a power action. It automatically breaks away and can move through squares adjacent to opposing characters. During its move, this character can as a free action make one close combat attack or one ranged combat attack with its range value halved for the attack. This character must be in a square where it could legally end its move in order to make the attack. This character can continue to use the rest of its movement after making the attack.

So you assign a Power action for HSS . It gives you a free action that can only be used for a Close Combat Attack.

PSYCHIC BLAST (OPTIONAL): Give this character a ranged combat action. Damage from the attack is penetrating damage.

You don't have a Ranged Combat action. Just a ranged combat attack.

Now It will work with Running Shot because:
RUNNING SHOT (OPTIONAL): Give this character a power action; halve its speed value for the action. Move this character up to its replacement speed value and give it one ranged combat action as a free action. This character must declare a target to which it can draw a clear line of fire from the square where it intends to end its move in order to use this power.

You assign the Power action and get a ranged combat action as a free action. So any power that needs a ranged combat action to activate it can be used. So RS and PB work together, HSS and PB don't

i just reread the HSS power and realized that, though i assume it could still be used with BCF because it requires an attack not a action.

Wrong. Blades/Claws/Fangs activates when you give the character a close combat action - HSS is a Power Action, so B/C/F will not activate.
Pretty much teh only powers that can be used with HSS are close combat Super Strength and Steal Energy.

Yes, Negative Woman and Professor Zoom. But it still doesn't work anyway; from the LoSH PAC:

"HYPERSONIC SPEED (OPTIONAL): Choose one of the following options: (1) Give this character a power action.[...]"

and

"BLADES/CLAWS/FANGS (OPTIONAL): When this character is given a close combat action [...]".

You can't use HSS and B/C/F together.

As far as I know, the only powers you can use with HSS are Steal Energy and Super Strength (though only when using an object as part of a close combat attack for the latter).

EDIT: I'm slow...

However, if you have the Feat "Sunder" (which requires Blades) you CAN use it with Hypersonic Speed since you dont actually *use* your Blades when activating the feat

Tarnish, reread HSS Option 1. You get one close combat attack OR one ranged combat attack. You can do a ranged combat attack with HSS Option 1, but you can't use Psychic Blast because it requires a ranged combat action, not a ranged combat attack.
