I just played him the other day and I must say, I was extremely impressed (heck, he might even become my speedster of choice for future games).

I see that down his dial, he gets Probability Control (a great power in the game if I do say so myself).

My question is can he use his speed powers and Probability Control at the same time? I doubt it but I thought it worth asking anyway.

Sure. A non-stealthed character with Probability Control can always PC its own rolls.

The reason for this is because PC isn't actually any kind of action; it just happens. As long as Flash can draw LOF to himself (and I honestly can't think of a situation where he couldn't), he can use PC and HSS (or whatever) at the same time.

What you may be thinking of, Vegeta1, are some of nice utility powers that other Flashes have had in the past (Outwit, Perplex). These powers are free actions and you can't perform a free action in the middle of another action (unless the power being used specifically say so, like the free close combat action given during Charge).

Don't mean to be nit-picky, but he couldn't target himself (or be targeted) if being carried : P. I know this may seem like arguing for the sake of it, but say a character such as flash (i know he is ineligible) was mercenary'd to say hydra, he couldn't use the ability while being carried. not sure if that made sense.

But back to the topic, if you are asking whether or not he could PC his own Hypersonic attacks, the answer is most certainly.
