Okay. Shrunk says range values are halved, as are effects that have a range.
Standard ranged attacks? Halved.
Outwit/Perplex/ProbCon/TK? Halved.
My question... what else is considered an effect with a range? Mxy's Object Animation? Joker Makes The Rules' "within four squares" clause? Out Of The Shadows? (That could be an annoying way to nerf paired-Batman teams in sealed... play Shrunk, and they can only bamf three squares instead of six... if that's how Shrunk works...)
Does the effect actually have to contain the word 'range' for it to count, or is it anything that says "within X squares"?
I'm guessing any Special objects, Feats, or other BFCs that may have an effect involving range as well as Powers that have a default range (TK, Mind control w/ 0 range printed and the rest that you already mentioned...)
as in outwit now only goes 5 squares with that BFC

I'd have to agree with the others. Anything that requires range including out of the Shadows is halved. Instead of six squares, Out of the Shadows works within three squares. In hypersonic range attack, the range is halved. So, under this BFC, a figure with a range of 8 is read as having a range of four. During the hypersonic range attack, the new value is halved once again. So, the figure must get within two squares to hit the opposing figure with the range attack. At least that's how I see it based on the text of the card.

Range (as distinct from 'Range Value') from the LoSH Rulebook glossary: The distance (in squares) between a character and a specific square, counting from the center of one square to the next and including the target square.

Some effects or powers are described as being able to be used up to a certain distance away (rather than having 'a range of'). Including Outwit, Perplex, Outsiders TA, Parasite's Special Powers, ...
This was a catch all so that these effects would halved as well.

That appears to be the general consensus. I was hoping that would be the case; If I pull Shrunk, there's at least one player at my usual venue (possibly two) that I fully expect to say "No, my Batman still goes six spaces, 'cause it doesn't say he has a range of six"...

Anywhere it says "Range of" "Within X squares" etc it is halved
Charge, HSS, and RS wouldn't be halved.
I'm pretty sure ANY powers fall into one of those two categories.

Any power or effect that indicates it functions based on a certain number of squares is also considered to have a range for purposes of this Battlefield Condition.
Batman's ability: Out of the Shadows: Once per turn, when Batman occupies hindering terrain and is given any action that is not a free action, before the action you may place Batman in any unoccupied square of hindering terrain 6 or fewer squares away to which he has a clear line of fire.
