Just wondering with Transporter move and attack what powers can you use while attacking with it? Can you use Psychic blast, Flurry, Close Combat Expert, Range Combat Expert, Exploit Weakness, Energy Explosion etc.....?

You can make a close or Ranged combat attack.
Anything that requires an action can not be made.

EDIT- None of the things you listed are usable during a transporter attack.

...that's pretty much it (barring some special power)

Steal Energy, as well. No one has it yet, but it works.
On the movement side, you can use Leap/Climb (but not Phasing/Teleport) when doing a transporter move/attack.
A number of feats work with the transporter attack as well - mostly freebies like Armor Piercing and odd stuff like Flashbang though.

Technically correct, but I don't know if it is very fair to count a character that would only have a 6 or 5 (with the -2 AV penalty) to use that Steal Energy... even with the built in PC. Chronos just gets fugly there at the end

But, yeah, he is the first character with this combo. Maybe we will see a new version of Cloak in M&M with SE and the transporter TA (Cloak was a character made before his time, in my opinion).
