Why is it they changed Shape Change to succeed on a 5 or 6, but didn't then change the Skrull TA the same way? Is it because that TA isn't expensive enough to warrent such a change? It makes no sense to me.

Because Shape Change can be outwitted, Skrull can't be; also, Skrull can be wildcarded by wildcard TAs, and giving all your wildcards Shape Change would have been hideously overpowering.
EDIT: I mean to say, giving all your wildcards 5-and-6 Shape Change would have been overpowering, compared to the 6-or-nothing Skrulls TA.

Note also that Skrulls made after the change have some Shape Change on their dials. If they had also increased the potency of the Skrull TA, then getting both rolls would really be too much.

Both Skrull/Danger Girl TA and Shape Change are both rolled before the character has been chosen as the target of the attack.
Since they both occur simultaneously, you can choose which to roll first.
Since you get to roll the other if the first fails, there is no significant difference to rolling one over the other. It isn't like rolling Skrull first somehow makes Shape Change better (or vice versa); the die rolls are still the same regardless of the order in which they are rolled.

Doesn't matter. Both rolls have to be rolled in order to make the attack.
I believe Feats like Entangle come after Skrull/Shape Change, and then Super Sense or Impervious would come after the attack.

Since when it comes to rules it's not safe to say that something goes without saying: It's mainly important to announce which roll one's making before throwing the dice. I've played some people who wouldn't be above throwing the dice, seeing what came up and then claiming that was for whichever of the two rolls it would serve best, trying to stack the odds for the Shape Change roll.

That is very true; probably the rookie player's (and some vets ) biggest goofs occur because they don't effectively communicate to their opponents what they are doing.
But like I said earlier, as long as you are clear as to which one you are rolling, there is no advantage to doing one before the other.
