I understand that attacks made against soaring figures are at half-range... but what about effects such as Outwit?
I originally thought these were halved too, but a glance at the LoSH rulebook seems to suggest that the lines of fire are only halved for "attackers", with no more reference to powers/abilities that are not attacks. Can somebody clarify this for me?

You can use Outwit, PC or Perplex on a soaring figures 10 squares away (wether you're soaring or not).
From the FAQ (p.1):
"Q: Many powers refer to how far away a target needs to be, but does not use the word “range” at all. Are these distances halved when a grounded character targets one in soaring?
A: No. Targeting a soaring character from grounded causes the character’s combat value to be halved. It does not cause the number of squares between them to change. Powers and abilities that function off the number of squares between characters are not affected by this halving."
