well, dissent is the feat that allows you to 'outwit' a TA, but they errata'd it so that it's un-dissent-able.
i'm going to assume that they'll do the same type of thing with the high evolutionary's SP
It seems to me that you can outwit it because you are not outwiting the team ability. You are outwiting a power that give you access to it. Thus no power no team ability.
high evolutionary's special power says he gains the power cosmic team ability.
can that special ability be countered or outwitted?
because the team ability says the character can't be countered.
but it's from a special ability rather than a printed team ability.
what do you folks think?

Absotively, posolutely NO!!! It is a power whcih grants him a TA, but the TA specifies his powers can't countered, which is what OW does, so no OWing his SP.
Just like other PC/Q figures, the SP wouldn't help him against Disbanded though since the BFC ignores TAs, so even though he has it, it don't work.

And there it is. Tesla's right. But it's only good for as long as High Evolutionary has it. So, for the first two clicks and the last two clicks, he's outwitable. Otherwise, he's un-outwitable.
The High Evolutionary is awesome. His special power loophole allows him to use Power Cosmic, while at the same time being immune to having it (or any other powers) outwitted.

Whether he has it or uses it is irrelevant since Disbanded ignores all TAs. The only situations where the difference between him having PC and using PC should come into play would be for effects involving team symbols, (since he dosn't have one), like the Alpha Strike BFC, or that require figures to possess a TA, like WCing (which PC can't be anyway).
However, ignored is ignored and Disbanded doesn't require the TA to be possessed in order to ignore it. The same is true for AV Hulk's SP that lets him use the MoE TA on his last 3 clicks.

Disbanded would work against High Evolutionary's SP. To state precedence, Bright Lights gets passed the Batman Ally team ability. Batman Allies can use Stealth, but they do not have it. Bright Lights still gets past it.

Disbanded WORKS against High Evolutionary and Avengers' Hulk's Special Powers. Confirmed by Norm. Here's the specific quote he uses to explain it:
