So I'm not sure on the this. Can you assign feat cards that require a certain power when their special power grants them that power.

For example Mastermind's "Mind Games" grants him Mind Control can you assign Metal Shields to him?

I don't thhink so. The special powers says they can use that power, not that they have it.

If it says "This character has mind control" they can use the feat. If it says "This character can use mind control" they cannot use the feat.

You cannot. Powers granted by special powers don't meet the prerecquisites for feat cards.

From the rulebook, p.39:
"Being able to use a team ability (as wild cards can do) or a power (as some team abilities and special powers allow a character to do) does not satisfy the prerequisites for a feat; the character must possess the team ability or power."
