With the new rules about flyers and elevation, does that mean that when a flyer is adjacent to another character they can no longer do a ranged attack?
How does it make a difference if a non-flyer is based by another non-flyer?
If a non flier is based with a flier then they can both make a ranged attack on each other. But if a non flier is based with a flier and a non flier, then the non flier(s) cannot make ranged attacks.
simple rules:
1 Fliers can always make ranged attacks (but are limited to doing it only to opposing based figures if based)
2 Non fliers cannot make a ranged attack if based by another non fling figure. If based by a flier(s) only, they may make ranged attacks only against the Flier(s) they are based with.
1) When a friendly nonflying character is based by an opposing nonflying character, the friendly character cannot make ranged attacks at all.
2) When a friendly nonflying character is based by an opposing flying character, the friendly character and opposing character can make ranged attacks on each other, but not against characters they're not in base contact with.
3) If a friendly flying character is based by an opposing character, flying or not, then the friendly character can make ranged attacks against the opposing character, but not against opposing characters that it is not in base contact with.
1 overrides 2 so if a friendly nonflying character is based with an opposing nonflying character and an opposing flying character, the friendly character and the opposing nonflying character cannot make ranged attacks at all.
