This is my first posting so please excuse any misnomers that I may make .

I have a question concerning white powers. This past week I overheard a conversation concerning one of them and I seem a bit confused. The hero-clix piece in the discussion was the Justice League Unique Flash piece #27. According to the white power it states that he can use Hypersonic and Phasing/Teleport.

My question is can he use them both at the same time?

The Judge at the venue stated that they can not be used at the same time and that the wording allows this character the option to use either or but not both. Is this correct? Why would the wording be stated with an “or” instead of an “and.” According to the judge he stated a lack of laziness on Wizkids part when creating the powers.

Upon looking at other characters white powers, for example the other JL Flash #57, his power states that ha can use Charge and Flurry, this would be awesome if he can use both together . This is perplexing to me and I curious what the answer is, so if any one can shed some light this would be appreciated.

When replying please remember that I am new to the game and I have only been playing since the last set of Mutations and Monsters.

It depends on the powers. You have to check for their compatibility, as you would do with standard ones.

To take your examples:
- the Flash who can use Hypersonic Speed and Phasing/Teleport can't use them both at the same time because the two powers aren't compatible (they're both power actions, and "When a character is given an action, the action may be used to activate only one effect."(Rulebook, p. 16));
- the Flash who can use Flurry and Charge can use them together: Charge grants a close combat action as a free action, and Flurry is a close combat action.

Phasing and Hypersonic each require a power action to activate. When you give the character a power action, you can use it to activate one or the other. Not both.*

Hypersonic Speed lets the character make a close combat attack, but does not give the character another action-- so you can't activate another power.

Charge and Flurry can be used together. Charge requires a power action, and it lets the character move and then gives the character a close combat action. That close combat action can be used to activate Flurry.

* Why does it say "and"? Because (reportedly) wording using "or" confused people in testing. When it said he could use one "or" the other, some people thought that meant he had to pick for the whole game... or whatever.

This kind of issue appear once and again because Game Design at WK thinks that we are telepaths and read directly from their minds their intentions...
