Nope. Replacment values like Defenders, JSA, Synister Sindicate, ### Enemy or BCF arn't effected by it. Only modifiers. So CR, ESD, CCE, RCE, SS, the hindering terrain bonus and the like.
Stupid question while the topic is here (since I don't have the card here)... Can you turn off the "no reducers" part of the power without turning off the other part of the power (PC?)?

STRATEGIC DATABASE: Danger can use Probability Control. Her powers can't be countered, and no opposing characters 10 or fewer squares from Danger to which she has a clear line of fire at the beginning of any action can have their combat values modified during that action if the modified value would be higher.

What 'no reducers' part?
Oops... I meant modifiers. LOL! Thanks for quoting it. Can Danger turn off one part of that without turning off other parts? Specifically, can she turn off the part about figures not being able to have combat values modified without turning off PC or "powers can't be countered" part?
The reason I ask is because if she's within eyeshot of a friendly figure with ES/D, would she have to turn off the whole power for FigA to use ES/D (meaning she could be OWd and have no PC), or can she turn off that part?
I know the general statement is any powers that are "used" don't need to be used without needing to turn off the power.... but this isn't a "used power", so I'm not sure. Is there an Errata or FAQ (or ruling on WK that I don't have access to from here) saying yes or no? I keep forgetting to ask this when I am home, so I thought I'd ask while I was thinking of it, even though I wouldn't have access to any other things I might need to find out the answer

Khael is correct. Due to the emphasis above, friendly charachters have nothing to worry about. Personally, Danger's one of my favorite pieces from M&M. A deadly addition to any "robot" theme team.
It's also worth noting that Danger must have a clear line of fire to the target at the BEGINNING of an action to use this power.

Khael is correct. Due to the emphasis above, friendly charachters have nothing to worry about. Personally, Danger's one of my favorite pieces from M&M. A deadly addition to any "robot" theme team.

Plus, with special powers IIRC, you can't shut off part of it. This came up with X-23 and her Stealth and +1 if occupying hindering. You can't shut of the Stealth, allowing you to PC her attack, but still get the +1. It's all or nothing.

This is incorrect
X-23 can use Stealth. When she occupies hindering terrain and makes a close combat attack, modify her attack value by +1.
There are two parts to that power.
1st is that she can USE stealth. She does not have it for feat assignment but she can use all aspects of that power as written.
The 2nd part, which requires her to be in hindering, gives her a +1 bonus when attacking in close combat
If you can point out where that power says she has to be using Stealth to use that second aspect, I will eat an X-23
The part that allows X-23 to have Stealth optional and still use the rest of the power is the use of the word "can", not "use". The word "can" indicates an option, but not a requirement. If it said, "X-23 must use Stealth" then you'd have to cancel the power to not use Stealth which would also eliminate the bonus from attacking from hindering terrain. Since it says she "can" use Stealth, you can decide to use it during a close combat attack from hindering terrain or not and still get the bonus.
And how I would have loved to see someone eat an X-23.

You're right in that you can't turn off part of the special power, but in X-23's case, you can choose to not use Stealth and still get the +1 to her attack value while in hindering terrain. You're not turning off the Stealth. You're just choosing not to use it.
