So, would it be 3 damage at the begginning of every players turn, or 3 damage just once for the whole game??

Characters are only dealt damage once, and then you remove the BFC from the game.

I'll second it. Earthquake goes off, deals its damage, and then is removed from the game. No more rolling, no more damage.

also, it will not affect those figures who stay in the Starting area when it rolls and hits 2-3 very early in the first round.
