Seems to me I should be able to outsiders the guy carrying chief to negate the -2 penalty from carrying him around, since it's a modifier. Am I wrong? Did the outsiders TA just get a huge buff?

I'm inclined to agree. Of course, it stops you from Perplexing your taxi for added movement or combat stats for RS, Charge, or HSS, but if you don't have a positive modifier to apply, why not get rid of the negative one?

"Until the beginning of your next turn, the target’s combat values cannot be modified by powers or team abilities."

Outsiders does not affect abilities, terrain modifiers, objects or Feats.

Communication Breakdown would affect the movement from carrying though.
