I need to know if energy explosion and psychic blast can be combined in the same ranged combat action.
In Blackest Night: Sinestro can use Energy Explosion, Psychic Blast and Telekinesis.
From the PAC:
ENERGY EXPLOSION (OPTIONAL): Give this character a ranged combat action; its damage value becomes 1 until the attack has been resolved. For each target hit by the attack, compare the result of the attack roll to the defense value of each character adjacent to the target to determine if
the attack also succeeds against them. Ignore the hindering terrain modifier resulting from character(s) adjacent to the target when determining if the attack succeeds against additional characters. Each
character successfully hit is dealt damage equal to the number of times it was hit by this attack (characters adjacent to multiple targets may be hit more than once by this attack). A critical hit with this attack automatically hits the target(s) and any characters adjacent to the target(s), and deals 1 additional damage to all characters hit. Powers that allow a character to evade attacks are rolled only once after this character’s ranged combat action has been resolved. If a character evades, it evades all hits by this attack. This power can’t be used to target blocking terrain or objects.
PSYCHIC BLAST (OPTIONAL): Give this character a ranged combat action. Damage from the attack is penetrating damage.
My understanding is that as per the rules you get one non-free action per figure, but Sinestro's power say's he can use both and as per the PAC they are activated via a Ranged combat action.

No. To activate either power, you need to give Sinestro a ranged combat action. One action cannot be used to activate multiple powers, so he has to choose one or the other.

That one is confusing as well. Just now the discussion is about Gamora's Charge+Blades+EW combo, which you said works. But Blades and EW are both close combat actions. Does that mean that when a move and attack power like Charge or Running Shot gives you a close combat action as a free action, you get to use ALL the powers that require a close combat action if you have them?

The difference with BCF is that it has a description including the "WHEN this character is given a CC action..."
So, WHEN you do, you can combine the powers.
It's different with EE and PB, which need ranged combat actions to activate on their own.

If you look at he BOLD parts you can see how each power links allow them to all be used.

The other two have pointed out the language of why it works, but just to make it crystal clear I'll add that Blades is not a close combat action. It isn't an action at all. They've pointed out the "when" in the power. It's just an addition.
I guess the Charge+BCF+EW combo is one of a kind and that no other powerful combo like this exists?
V Katana has Charge+Steal Energy+Exploit Weakness on her last click, and all of those work the same.
The closest that comes to C+BCF+EW in ranged combat is RS+PB, enabling movement and penetrating damage to be dealt. Since no "ranged combat blades" exist, the closest would be by adding PC for extra attack roll.
Sinestro has a variation of EE+PB, in Sinestro's Might special power, which makes the damage dealt from EE into penetrating damage. This isn't EE+PB literally though.

Well, AV Iron Man has the Full Power SP. Its a ranged version of blades except it also deals IM damage as well.

In this case, EE is as it normally would. Sinestro would only ever deal 1 damage using Sinestro's Might SP (barring crit hits). However, the damage is penetrating. The number of figures effected by the attack is irrelevant.
