If you have your little perplex army hanging around in a group (sharing say, Jakeem Thunder's defense) and they perplex down the attack of my Emerald Empress, if I do a running shot (I can reach) and then pulsewave their piddly butts, wouldn't I ignore the perplex and thus have my full attack value? I say yes since pulsewave ignores all powers and abilities.

I would say no.
Pulse-Wave doesn't effect the figure using the Pulse-Wave. Emerald Empress is the one who had her stats modified.
If your plan worked than you could never modify Empress' attack value or damage value when she pulse-waved, and yet you can.
Visible Dials and Pushing Damage need to be optional. This is the way.

But isn't that because before the perplexing was due to your teammates who would be out of range of the pw (or at least if you're playing her right they would be).

If you hit the perplexer with Pulse wave, I'd say yes.
It's just like being able to PC a pulse wave, you can do it if you don't get hit. But if you do get hit, you can't use PC since it's ignored.
That's not quite right. You can use PC if you are out of the range of the pulse wave, if you are within range it doesn't matter if the attack hits or not, you still can't use it.

But isn't that because before the perplexing was due to your teammates who would be out of range of the pw (or at least if you're playing her right they would be).
I know if someone ICwO their defense you ignore that with Pulse-Wave. But that is due to the figure being attacked with Pulse-Wave.
I know a Pulse-Wave figure with PC still can use its own PC.
But I guess since Pulse-Wave ignores the effects of all powers, TAs and Feats within range during the attack, you would be right.
Pulse-Wave does not affect Traits and Abilities. That could prove interesting if someone has a damage reducer in those "slots" eventually...

Only if the damage reducer is not use of a power. If a Trait/Ability said, "This character can use Impervious" then Pulse Wave would ignore it because Impervious is a power no matter what's allowing its use.
I think in this scenario, the EE would attack with full AV, because the enemy plexers are in range of the pulsewave, and thus, their plex is ignored.
That made me think of this scenario though. Suppose my opponent perplexes down Empress' range from 8 to 5. Then I try to get her into position for a pulsewave, but all of the enemy perplexers are 4 spaces away from her at the time of the pulsewave. If she were to ignore their perplex (as per pulsewave rules) she would then have enough range to hit them, but doesn't she need to have enough range in the first place in order to ignore their powers? Strange. My guess in this situation would be that she cannot hit them.

My guess is that her range would be reduce to five and then halved rounded up to 3. However, if she did end up having the range to hit the perplexers, I think her range would then be jumped back up to it's original value and you could potentially hit figures farther back then they would have expected.
