this came up in an online duel and I wanna know from a judge, Does attacking Target? I mean, if my opponent proposes an attack and I respond with Divine shield, does it mean he can't target me anymore?

That is not quite correct. Here's how that stage of combat works:

Attacking does not specifically 'target' the defender, you merely 'choose' (it's different)
Your "Divine Shield" would still stop all the damage dealt this turn, however.
So, to space it out it would look like this:
It is your opponent's Action Phase, so they have priority when the priority window opens. Your opponent adds a combat proposal to the chain, choosing their ally and your hero, then passes priority to you.
You respond by adding "Divine Shield" to the chain. You pass priority, and your opponent passes as well, so "Divine Shield" resolves, and your hero becomes untargetable and undamageable. (are those words? lol)
The combat step begins, and the proposed attacker exhausts. Assuming all players pass on priority and no more links are added to the chain, the ally 'attemps' to deal combat damage to your hero, but the damage is prevented (in the exact same way that you would prevent damage with a piece of armor)

601.1 A player may propose a combat only during his or her non-combat action phase while he or she has priority and the chain is empty. Proposing a combat follows the applicable rules for adding a link (707) and adds a proposal effect to the chain.
601.2 To propose a combat, a player must choose one character in his or her party to be the proposed attacker and one opposing character to be the proposed defender.
601.2a To be a legal proposed attacker, a character must be ready and must be able to attack the proposed defender. In addition, it must have been in the turn player’s party continuously since the start of his or her current turn and/or have ferocity.
601.2b To be a legal proposed defender, a character must be controlled by an opponent of the turn player and must not be elusive or otherwise unable to be attacked by the proposed attacker.
Combat proposal does not target. He merely chooses. So, Divine Shield won't stop him from proposing an attack on your hero. Your hero however, won't be taking any damage since Divine Shield prevents all damage that would be dealt to your hero this turn.
edit: slednecker posted before me but it would seem that he went with the idea that combat proposal requires targeting.
I know VS System and WoW is quite a different game but based on VS System, there is no targeting unless the rules/card text specifically uses the word "target".

Well my opponent was attacking with the anhilator, so he did damage through it. That kinda sucks for me as a pally user. If an opponent has a way to do unpreventable damage, divine shield is essetially useless. Thnx for the help.
