Assuming that the HoT dials are legit and we do see these pieces I was wondering how it would work if you used Nico to give Thor impervious.

Either Nico or another friendly character that Nico has a clear line of fire to may use the chosen power until the beginning of your next turn.
Defense - The Immortal Thor: When Thor is hit by an attack, roll a d6 before damage is dealt. On a result of 3–6, he evades the attack.

Now I am pretty sure that you would roll for The Immortal Thor sp first then the impervious roll but on the odd chance that an attack gets through do you reduce damage by two for impervious and then by one more for toughness?

I would guess that you have the general order correct (Im. Thor happens before damage is dealt, so it would be first), but the two reductions are two effects happening simultaneously, so the active player (most likely Thor's opponent) would get to choose the order in which they are applied.
That said, if these are legit, it wouldn't suprise me to see some errata stating that damage reducers can't be stacked or something along those lines.
It would make more sense to give Thor Super Senses, as it would have a similar effect (although you'd only reduce 1 damage with Toughness, instead of 2 w/ Impervious). Also, a successful Super Senses roll ignores the attack completely, whereas the Impervious only reduces damage to 0; you're still vulnerable to feats/SPs that utilize successful attacks (such as Incapacitate, Mind Control, Taunt, etc.).
Give Nico Nanobots, and your opponent is in for a world of hurt (to paraphrase Jesse Ventura from Predator).
I haven't paid attention to too many of the HoT dials, so Nico's SP caught me by surprise. HUGE potential for abuse, especially if the target character already possesses the power, but it's not necessarily showing:
Regeneration (+ Auto-Regeneration; when used with Compel, even better)
Support (+ Triage)
Incapacitate (+ Stunning Blow)
Exploit Weakness (on 5+ damage Super Strength monsters w/heavy objects)
Perplex (+ Brilliant Tactician)
Super Strength (on cheap bystanders as object "movers")
Flurry (on Exploit Weakness/BCF characters)

This probably would not work.
Page 19: "If a character can use a power or ability via a special power or ability,
it can be assigned a feat with that power or ability as a prerequisite, but
it must be able to use the power or ability on its own. Being able to use another character’s team ability (as wild cards can do) or power (as with

I would say that this power should fall under this rule.
Nicos SP is the #1 reason why I believe that these dials are not the real deal. The potential for abuse is staggering.
And the fact that these are not confirmed is why I hope we don't see this board get flooded with questions looking for official answers on something which is anything but.

It's likely that the dials are "real," but not the final versions. The official announcements while WK was still up and running stated that a team of dial designers was working on the set, and so we have numerous different dial types. (I.E, old "one hit wonders," and the ones with high last-click offensive numbers.)
Many dials seem real enough, just not fine-tuned to the standard a released set would be. Frankly, I still don't know WHERE this information came from.
Now then, the ruling.

Note: Going by example of Unus the Untouchable, in which Super Senses is rolled first.

Unus doesn't really need to be checked. The Immortal Thor clearly states that it occurs before the damage is dealt.
I just don't see how you conclude that Impervious is rolled first. It should be the active player's choice as to which happens first. (Some effect might come up where it actually matters.)

I meant roll impervious NEXT. I'm gonna go fix that...

Ok, and I meant that it does not necessarily come before Toughness.

I figured it was simpler to just have them take effect simultaneously. I can't think of an effect that would cause any ruckus regardless of which went first, since nothing actually happens in between toughness and Imperv

I can't think of anything that we have, but that doesn't mean that some effect couldn't come along where it would matter.
