In the case of Brilliant Tactician for example, which requires both Perplex and Outwit as prerequisites. Can that feat be equipped on any character that at some point on their dial acquires Perplex and Outwit? Or can it only be applied to a character if they can acquire both on the same click (which would be very rare since that isn't possible before special powers).

Choose a character. Outwit does not need to show in the character’s stat slot in order for the character to use this feat.
I believe that she can use this feat, as with any feat that has any prereq, because she can choose any power. Check out the new rules and clarifications on a few of the characters from the Arkham & Thor.

I think that she may only be able to use this feat when her perplex clicks are showing. I could be wrong but it is what makes sense to me. It really depends on the wording of the feats and nico's power. I'll leave deciphering that to someone else.

Yes, AFAIK, anyway.
Thats why I posted my "Can't use Outwit on back to back turns" bit.
I failed to say "While Perplex is showing on the dial, she can use BT".

Yeah don't know if I would chance giving her the feat if we are right. It's a short dial and this is how it works you won't have it for long. 20 points for something you may not use. It's gimmicky at best.

She can use it only on the back half of her dial, too. Not even worth it.

I know cards such as Pym Particles, you have to have both prerequisites to use, since it doesn't specify one or the other.
Brilliant Tactician is one of those rare circumstances where both powers that are prerequisites fall on the same stat category, so their is the exception.
I used Pym Particles this week in a tourney on a brutal Avengers team (which I only lost one figure all night long, my Rookie Black Knight from FF.) Nothing like a Giant Quicksilver - E - AW fig running around with HSS, with not even elevated or hindering to slow him down, and being able to attack from two squares out. I threw Armor Piercing on him as well. Pretty sick combo.

This is what Norm's opinion was leaning towards, yes. However, to the best of my knowledge, no official or definitive "Nico+BrillTac=Good/Bad (please circle one)" ruling has been made. I could, of course, be mistaken.

Given the wording in the current rulebook, Nico can use Brilliant Tactician.

Yeah we figured as much. The lingering question is if it's for her whole dial or only the ones with perplex showing. To me that back half of the dial would be the only time she could technichally have perplex with outwit on the dial at the same time. I will just wait to be corrected. Thanks.

That is correct.
You need to have Outwit somewhere on the dial to use BT. And if Nico is using Staff of One on the first couple clicks (where she has Leadership, not Perplex, in the damage slot) to get Perplex, then she can't have Outwit on the dial at this point.
Once she naturally possesses Perplex (after Leadership is gone), then BT can be used since Staff of One could theoretically be Outwit and meet the requirements of BT.
On the other hand, if she was also an Agent of Oracle and then gains either Outwit or Perplex via ICWO, she could use BT at any point on her dial since Staff of One would be able to meet the other prerequisite that ICWO isn't giving her. But now, between the feats and Oracle, we are talking about an additional point investment that is almost more expensive than Nico's original point value.

I know what you are saying about the costs of adding feats. It is good to know that you can add feats with a power as a pre req to Nico. The question that you have to yourself is would you really want to. I would pass on BT for her. She really is useful enough on her own anyhow.
