Well i know than perplex modifiers dissapears if the perplexed character is damaged anyway and his dials turns... how about ICWO, does this modifier goes away at taking damage as perplex do?

lets say con artist perplexes spidey's defense up plus 1 from 16 to 17 and then spidey uses ICWO to get another plus 1 to make it 18. lets say he gets hit for 1 click of damage and his dial is now at 15. his defense still gets the +2 modifiers. so to hit spidey now you would need to roll a 17. but if the person who's defense was uped by his own perplex and he loses perplex due to damage then he also loses his +1 modifier for the perplex.

This is incorrect.
The damage which caused his base defense to drop from 16 to 15 would also cause the Perplex to end, even though the Con Artist still has Perplex.

Once during your turn (but not during another action), as a
free action this character modifies by +1 or –1 any combat
value (including range) of a target character until the
beginning of your next turn (it can target itself). A character
using this power must be within 10 squares of the target and
have a clear line of fire to the target. This effect ends
immediately if this character loses Perplex or is defeated, or
when the target is damaged or healed.
I missed the part about being healed. Good to know.
Also, just so that my buddy can reference this:
SUPPORT: Give this character a power action and make an attack roll against an adjacent target friendly character as though making a close combat attack. When using this power, neither this character nor the target can be adjacent to an opposing character; ignore all combat value modifiers for this attack. If the attack roll succeeds, roll a d6 and subtract 2 from the result, minimum result 1. The target is healed of damage equal to the result.
The Support part came up in a game last night. I had SR Odin with Shellhead on him, and he had 2 tokens with a 16 I attempted to heal him with a Valkyrie, and my buddy said it was an 18 because of Shellhead. I explained that it was still a 16 because of the wording of Support. Just wanted to be able to point him in the right direction.

Right, modifiers won't work with Support, but replacement values can.
Take a character like Doctor Mid-Nite (16 DV with Defend and 9 AV) and you can have a reasonable shot at healing almost anyone.
Or even better, on a Defenders team, IC E Dr. Strange only has a 12 DV when he gets support... even with only a 7 AV he can pretty much heal his fellow Defenders at will.
Or even better than that, FF ATA with Alicia Masters bystander means that your Support rolls never have to hit higher than a 10 DV when healing other FF characters

Yeah, I've used the Alicia POG for just such a thing before Didn't go over too well with my opponent. That was also back in the days when Wildcards could still copy ATA, so the Mary Jane Spidey POG was also a good candidate. Although her is 14, she was a good tie up piece to use Sues 19
I once T-Bolted the Jarvis POG to M.O.E, and had the MJ POG and Alicia POG with a whole team of Spidey Allies. Brutally efficient. Push, push, push someone gets KOd? The whole team heals one. Now since Wildcards can only benefit from, and not contribute to, that strategy is gone. As well as the no copying ATAs.
