If i have Spider-Man 2099 With pounce next to my opponents Robin from AA, can spidey get the +1atk/+1dmg for doing a normal close combat action? Also does Spidey take the 1 damage after the attack resolves or he only takes the damage if he does the "full" charge?

To gain the benefits from a feat, any feat, you must actually use the feat.
In order to use Pounce, you must give the character power action, move (zero squares is acceptable), and then attack with the bonuses.
The movement part is key, because this means you must roll breakaway if you are adjacent to an opponent... and if you fail that breakaway roll, your done and you don't get to attack.
Finally, part of using Pounce is taking the unavoidable damage. There is no way around it; if you use it, you will be damaged.
So after spider-man does pounce he'll take the damage and then be healed the damage cause he has bcf and vampirisim..vampirisim says nothing about using bcf to gain the steal energy, just says it needs to show on the dial, correct?

The order is actually that he heals first, then the damage comes last.
