can fortitude be equiped to a figure with duo attack?

If by Duo Attack, you mean a figure with the attack symbol, then no. The prerequisite is the symbol.

It could be assigned to someone like Klarion who has but can use the Duo Attack ability.



Note that this means all versions of the card. The original Legacy version had no symbol as the prerequisite, but newer cards with the same name replace the text of the older cards.
