Hawkeye from Fantastic Forces is a double base character with the transport ability and has the avengers team ability. When he uses the transporter move and attack he would attack for free as he is an avenger and tha allows for free movement and the transporter attack is a free move. Is this correct? Second if hawkeye is equipped with armor peircing and he does 5 damage with three lightning bolts and he attacks two characters with invulnerbility and one with Impervious would he be able to put 1 damge into the two characters with invulnerbility and 3 into Impervious? Third would the charcater with Impervious be able to roll to see if they take no damage or would they take the damage?

He could use the Move and Attack ability with his Avengers TA, correct.
However he does not "attack for free". All the TA does is cause move actions taken by the Avengers to not count toward their alotted actions for the turn (e.g. If you have 3 actions in a turn, and Hawkeye uses M&A, you'll still have 3 actions left). In all other ways, though, this is a standard move action, including the placement of a token when it is resolved. Sometimes people seem to think that the Avengers TA turns stuff into a free action (like Outwit); it does not, so I figured it was worth mentioning.

Hawkeye only has 5 damage when he uses RCE. His base damage is only 3. And you can't use RCE with multiple targets; you would have to use Perplex/Enhancement/SHIELD TA/etc to increase his damage if you wanted to attack 3 targets.
However, if you did increase his damage, you could divide the damage as you describe. In fact, with AP, you could do the same thing with only 3 damage (1 to each target) and AP would make sure that 1 damage each would stick. Because of this, shooting an Impervious character for 3 is kind of a waste (since Impervious would reduce 3 to 1 anyway); might as well shoot a soft target with that 3 damage.

Impervious reduced damage dealt to 0 on a successful roll and AP prevents damage dealt from being reduced below 1. Since 0 is below 1, AP would work, yes.
Why would RCE not be able to be used with Armor Piercing?
There is no reason why it wouldn't. Instead, I said:

RCE is able to be used with Armor Piercing.
However, the benefit is slim. You can only attack a single figure with an RCE attack. So, if you're damage value is 1, which would be 3 with RCE, you're already breaking Invuln/Imperv. So, it could make sense with a 0 damage RCE'er (see: AA Yellow Lantern).
Beyond that, on 90% of the other RCE figures out there, it would only act as a light counter to those 1-in-3 Impervious rolls.
So, legal? Yes. Useful? Doubtful.

I prevents the damage from being reduced below 1.
If you have 5 and shoot a guy with Toughness, it is reduced to 4. AP doesn't have any effect since it isn't trying to go below 1.

Otherwise, assign 1 each to Impervious and Invulnerable guys and 2 to Toughness. Imp/Inv would reduce to 0, but AP would bump that back up to 1, and then Toughness would reduce 2 to 1. Total of 3 damage taken; less damage in total, but this way everyone takes a click.

Then you would apply the reductions.
If anything would be reduced below 1, it would be prevented from going below 1.
(If you did not allocate any damage to one of the targets, it isn't being reduced.)
