Its hard to tell, but the way this reads seems like it doesn't affect runningshot and charge. When does slowdown take place, before or after I halve my movement for RS or Carge? If it happens after than it says replace your unmodified spped for the action.

Ummm... what difference does it make? Either way, you end up halving the speed value twice.
I think it does matter, if you half movement for running shot, then use slow down doesn't it half the unmodiified movement, so in since it halves the original movement not the halved movement from RS?

Nope...the movement isn't modified...it is replaced. So it halves and halves again.
:edit: to clarify, halving is a replacement value, not a modification. So when you use RS or Charge, you have replaced your Movement Value and then the SP would replace the halved, unmodified, value again.

The thing to remember is that replacement values aren't modifiers though. Basically the replacement value becomes the new "unmodified" value.

In the case you describe, the action is given outside of the 6 squares.
