So i recently picked up this piece and in the rules it says that Anti-Monitor can only be given one action per round. I read this to mean that he cannot use outwit (since it is a free action) when he performs another action. is this correct?

I'm not a rules guru, but I'm pretty sure you can do any number of Free Actions per round. So he can Outwit and then do another action. The one action per round only applies to actions that mark him with a token -- like an Attack or a Power Action.
I think his Multi-Attack is a Power Action that gives him two Free Actions. So since he can do that, he can certainly do any other Free Actions he can normally do.

I concur, but I am also no rules guru.

That's interesting... I never really noticed that before (as I don't play DC). Yes, technically, as written AM can either Outwit or Attack, but not both.
I know it was put there to indicate that even though AM can be pushed constantly, he still only gets one non-free action per turn... but that's not what it actually says.
Actions and Pushing
The ANTI-MONITOR can be given only one action per turn, regardless of his chosen power level. The ANTI-MONITOR's player can push him on any number of successive turns, even if he already has two action tokens on him; the Quintessence team ability protects him from pushing damage that would normally be taken for doing so. If the ANTI-MONITOR is not given an action on his player's turn, remove all action tokens from him.
But he does have Multiattack as a Trait.

Resolve the first free action before giving it the second. Modify this character's damage value by -1 to a minimum of 1. This character can't use feats when using this power. This ability can't be countered.
So if he uses the Multiattack ability, he can't use the Free Actions it grants?

For some strange reason i believe the messed up. The "non-free" action being omitted is one of the most common errors in this game. I once got hosed by Cuckoos because of this.
