Can Legacy LE Mr. Freeze (who has barrier and two ranged combat targets) lay down two sections of barrier tokens (for a total of eight squares of blocking terrain)? I thought this was the case in the old days, but looking over the power as written, I can't see any justification for it now. It's a power action, not a ranged combat action, so there's no reason to connect the number of targets to the "number of uses" of barrier. Did this change at some point or was I just wrong back in the old days when I used LE Mr. Freeze to lock up so much board?

The number of lightning bolts is the maximum number of different targets the character can target with a single ranged combat attack. A character can’t target the same character more than once during a ranged combat attack.

Barrier is not a ranged combat attack.
