If you are unable to move per a SP can you be given a move action? I know you can move 0 squares but that would be classified as moving. So if I have a power that says you can't move, can they be given a move action at all?

but yes we had ruled since he can't move he can't be given a move action. So i had moved all my characters out range and just kept trying to hit him off his 19 Imperv clicks.
since he can't move all he could do was stand there and wait for me to knock him off of those clicks(which ended up killing him)
In the case of Groot he "can't be moved" so that pretty much means he no move, period. If it was worded as "Groot can't be given a move action" then he could be TK'd, carried, etc...
As for your original question I would presume he could be given a move action. Just can't be moved. Sounds weird but they are different.
He can be "Maneuvered" or kidnapped by Nightcrawler since nothing prevents him from being "placed". (See Desperro and Darkseid for other examples of being moved/put)

It raises a question in my mind: Groot declares an attack against a target with Shape Change, and the target makes a successful Shape Change roll. If there are no other legal targets, and Groot can't be given a move action (even if to not move at all), what can he do?

I see your point.
But nothing says he can't be given a "Move Action".
But like I said, I see your side and either works for me. Clarification is nice though.

I'm not sure, but I would say that nothing restricts you from giving him a move action.
(Note: The following is a ruling with which I disagree with every fiber of my being.)
At the very least, you should be able give him a power action which does nothing.
I'm basing this on the rulings on Parasite and Super Adaptoid. They have Defense Drain which activates when they are given a power action. On at least on of them, there is a click where there is no power which is a power action. It was ruled that you can give an "empty" power action which does nothing itself, but it allows you to activate the Defense Drain alongside it.

What? Double standard there. Groot = he, he = Groot, Groot/he = cannot move.
Not sure what you're reaching for here.
He simply cannot move, with help or under his own power.

For what you are descibing to work, it would need to say, "... and can't be moved by other characters."
Since it doesn't specify which characters can't do the moving, it means ALL characters can't move Groot... and that includes Groot.

There's an implicit object to "Groot [...] can't be moved." Groot cannot move himself (he can take a Move Action, but that's not the same thing), so it's either referring to other characters, Groot's controller, or both. I cannot recall any other instance of a Heroclix piece referring to the controller. If you want it to work the way you're saying the special power needs to be reworded in the Player's Guide.
And to clarify, I know you're the final arbiter Norm, but you're rulings should be based in the wording of the game, and I don't think it is in this case.

since he is not allowed to be moved then those above can not be done.
the only thing that can be done is to place him.(since that is not being moved)
