I did see that Red Hulk's Major Earthquake seems to work that way.
I'm not sure I ever saw it confirmed by the rules posse, but they also didn't correct the one instance where I saw it indicated that Red Hulk's Major Earthquake will allow him to attack a character on a different elevation or on the other side of a wall, blocking terrain, a character. So (unless they say otherwise) it does work that way.
I saw that. Thats what got me thinking about this one. And while we are on the subject.... If a character is elevated and adjacent to a colossal or a giant who is grounded, would quake work that way?

MAJOR EARTHQUAKE: Give Red Hulk a power action and make a close combat attack targeting each character within 3 squares. Each character hit is dealt damage equal to 4 minus the number of squares it is from red hulk. Characters who can use flight ability automatically evade this attack.
The only requirement for being a target of Major Earthquake is to be within 3 squares of Red Hulk. Elevation and line of fire are irrelevant.

Not normally (if the attacker can use Leap/Climb would be an exception.) The reason being that an elevated character cannot normally make a close combat attack on a grounded character regardless of whether the grounded character is a giant or a colossal character. The benefit lies with the giant/colossal character. It doesn't go the other way.

I wouldn't think Red Hulk's power was a mistake reading it off hand. In fact I find it very fitting that his power goes through walls and stuff, most earth quakes do.
I know, I know. Real world and Heroclix don't mix...
Giants can't make close combat attack from elevated to grounded, but they can make them from grounded to elevated. Quake is a close combat attack.
Note that this (and giants Quaking two squares away) only became a legal maneuver with the FF reissue.
BN: "Quake: Give this character a close combat action; until the attack has been resolved, this character’s damage value is locked at 2 if it is greater than 2. Make a single attack roll and compare the result to the defense values of all opposing adjacent characters. Each character that takes damage from this attack is knocked back."
FF Reissue: "Quake: Give this character a close combat action; until the attack has been resolved, this character’s damage value is locked at 2 if it is greater than 2. Make a close combat attack that targets all opposing characters this character can attack with a close combat attack. Each character that takes damage from this attack is knocked back."
There is no adjacency between the grounded giant and the elevated figure (or one two squares away), so there was no way to target the figures with Quake until the rewording.

Not that it matters, but I think the two squares away Quake was fine under the Blackest Night PAC since the giant character treated other characters up to two squares away as if they were adjacent. It's the elevated Quake that the change made possible.
From the Blackest Night PAC:

GIANT SIZE (NON-OPTIONAL) This character can’t be knocked back, and ignores Plasticity. When this character is given an action that includes a close combat attack, it treats other characters up to two squares away as if they were adjacent unless blocking terrain, elevated terrain or a wall would otherwise block the line of fire. This character can make close combat attacks against elevated characters, even when this character is grounded. Characters with the symbol do not block line of fire to or from this character. This character and a character on elevated terrain draw line of fire and make ranged combat attacks against each other as if they were both elevated, but terrain effects still apply normally. This ability can’t be countered.

Yeah, you're right. I got to thinking about that after posting it, but as you said it is a non-issue anyway, so I didn't bother ot go look it up.
So the FF reissue is the most recent PAC? If so where can I download a copy? The one on mobilehorror and the official Heroclix site does not have that wording for quake.
Here I was thinking the BN pac was the most recent PAC. With only the Colossal ability having errata.

Unfortunately, you cannot download a copy of the PAC released in the reissue. The text therein is located in the player's guide.
